URI - Production and Developer Sandbox

If you're referring to the endpoint URIs, then no there are not different URIs for dev and production. Where the API call is made is determined by the OAuth Authorization flow where a user selects which environment the app is authorized to make API calls to. So if an organization has a dev and production environment, a user will need to authorize the app the make calls to each one. The OAuth process will return an access_token for each environment.
