TM Contract error submitting

For the first time since using Tuition Management, parents with more than one contract to submit are getting errors when trying to create their TM account or trying to submit the contract (it looks submitted by goes back to pending). BB told me parents should open one contract at a time and submit it before opening the other to submit. Has anyone experienced this?
