Breaking change planned for School API

We will update (Patch) Single User.


Specifically, when a user sets /school/v1/users/extended?base_role_ids=1, the API will return 1000 results and the next_link will return correctly.  


This change fixes a bug that was originally reported in the Blackbaud SKY Developer community. 


We plan to complete this change March 31, 2020.
