Why Does the Amount Billed per Month Move When a Payment is recorded?

I don't understand why the billed amounts for the month are moved around by the system when an in school payment is recorded.  This causes confusion for the parents.  Monthly billed amounts should not change just because a in school payment is made and applied per the parents wishes.  Nor should there be a change in the monthly billed amount if the parent wishes for the in school payment to be spread over the remaining months.
