Blackbaud Management Console(BMC) hangs when trying to go into maintenance on a DB

Good Day !  We been fighting two issues for over a week now...

1)  BMC is slow and very sluggish.  Especially when you try and do any maintenance on a DB.  Goes to (Not Responding) on the app and in Task MGR.


2) In RE, we are getting excessive slowdowns when doing a Query or Report.  FE works fine and from what our users can tell, most of the other options in  RE are fine too.


We have uninstalled/reinstalled RE, disconnected/reconnected the DB. updated to the newest patch.   No love...
