Appeal eMail/HTML Tools Updates?

Sooo... what happened to my HTML tools in Appeal eMails?  It seems they've been changed.


In the before time, I would craft a responsive Appeal eMail in Altru, save the eMail, then re-open the eMail only to bear witness that Altru shredded the code to pieces (specifically IE conditional formatting) rendering them useless.  As of this past week, I notice my eMails are "intact" (code is still being stripped, but the eMail appearance wasn't destroyed).  However, I been receiving word that Outlook recipients are not receiving the eMails as formatted?  


What changes were made?  I don't see anything mentioned in the Announcements.  It still doesn't look like I can trust the HTML editor to honor my code changes, but at least it doesn't completely nuke the eMail if I try to reopen it.
