State required for event registration

It seems that a state is required for all Online Express event registrations.  With moving to virtual events, we are getting a lot of registrations from other countries.  Registrants from Belgium are having problems due to the state field requirement.  I've set up the Belgium provinces on the state table but they are not appearing as an option on the OLX registration page.  Is there a way to make the state a non-required field for other countries?
