Restricted Messaging for One User Work Around?

We heavily use the messaging / inbox feature campus wide. Recently, we were legally notified that a parent should retain access to view grades / assignments / report cards / push page communications but should have no access to send messages to their child. Messaging is an "all or nothing" option in Core. We cannot restrict access to a single user per chat support. Have other schools dealt with this issue? Any ideas for a work around?
