Create Appeal Package via API?

So, I can create an appeal through the API and I can create an Appeal Custom Field:

But is there a way to create an Appeal Package via the API that I am missing? Our accounting office would like to use the package as a reference for reporting and we would like to be able to automatically create a Package rather than having to manually create it.
