Comments visibility in rubric assignments

Following a report from a teacher that her students couldn't see her assignment comments, I've been in working with support to understand why. The issue is this: comments for each skill section in the rubric are visible, but the top-level “assignment comment” is not visible to students after the assignment is graded. I have reproduced this with my test student.

Today I got this response: "The comment you are referring to only currently displays when the student selects "See grade detail" from the progress screen, so this would be an enhancement request."

We do not share grades with students during the term, so this option is not available to our students. However, students can see assignment comments on mastery and score-based assignments from within the assignment center.

I have requested confirmation from support that this is working as “intended.” But I'm very confused about why this comment pane functions differently for rubric assignments than for other types of evaluation. Has anyone else encountered this, and if so, can you help me make sense of it?

While it is correct that this historically been the behavior for the page to our understanding, and thus not technically a defect, I agree that comments should be visible for rubric assignments in the same way as other assignments.
