Unavailable or forbidden error for client's SSO setup

A client is getting the following when attempting to click through SSO:

6b21ba9638e5e436b9fbf0f88b4eccf9-huge-sc

When they navigate directly to the `/api/sso/auth/my-sso` link the token is present, so it seems that the SSO is set up correctly, but when they click through the `/app/sso/auth/my-sso` it's not working. It also doesn't work when clicking through a link on the resource board. The permissions on the resource board are set to match other SSOs that are working.

Is there any other reason why this might be happening? This hasn't been an issue with any other clients.
