Search for existing constituents with the ID instead of a postcode lookup

We're trying to search for existing constituents with the ID instead of a postcode lookup (which links to the email address lookup), due to donators not providing email addresses and therefore duplicates of database constituents being created.

We need the API fixed so we can stop duplications from happening with the new constituents ID lookup. Please see the attachments transcript (1) and Image - Code.docx
