Statement of Activities Organized and Separated by Project Attribute

Is there a method or clear set of instructions to create a statement of activities to be organized, broken out by a project attribute while retaining all data, even if there is no assignment of that attribute? The results of reports are changing each time in total. The change based on assignment is known, however, the total of the report is changing. The intent is to generate separate reports or at least pages by the attribute. separating pages by reporting unit seems to be working. But this is not what is needed. Thank you.
