Attachments listed when copying journal entry but do not exist in copy

Has anyone had this issue and what was the solution? When we copy a previous journal entry and there is an attachment, our new JE shows there is the same number of attachments as the entry copied, but there is nothing attached and we can not remove the comment that attachments exist for the new journal entry. If we add a new attachment, it adds the number to the attachments that are not there.
