No giving and one tribute

I am trying to pull a list of constituents who have no personal giving history AND have received only one tribute gift.

My criteria in a constituent query is:
Gift Total Number of Gifts_1 equals 0
AND Honor/Memorial Gifts Total Number of Gifts_1 equals 1

The tribute part is giving me the correct information, but I am seeing at least one constituent who has a gift on their record. What am I doing wrong?

might want to check the gift that you said is on the constituent record and determine if the gift is soft credit related and what your query option is for handling soft credit
