New Web View Menu - How do you add new users

they rolled out the new web view menu and I cannot find where they put security/area to add new users. I see settings/control panel but I do not see security under there.

Anyone know where they put this?

never mind I found it - my menu was collapsed and when I uncollapsed it security was at the bottom.
