Quarter 1 grades populating instead of quarter 2 grades for grade calculations

When my teacher in grades 3 through 5 try to calculate their quarter 2 grades their quarter 1 grades are showing up. I have checked the school year setup and grade plan details and everything seems correct. The first picture shows quarter 2 but the grades are from quarter one. The second picture shows what happens if you hit calculate grades. The 1st semester grade value is locked and can not be changed to quarter 2. I would appreciated any help with this issue.

It looks like you might need to check your formula in grades-grading set-up-school year set-up and pick the grade plan group. Then go in and click on edit formula and double check that it's set correctly - I included screenshots below. I don't know if this is the problem but it's worth a shot!
