Access to change: Hidden students marking period cumulative grades

I cannot find where we (set up originally) blocked access for students to see the marking period of cumulative grades.  I want to unblock it.

Year cumulative grades hidden
Assignment grades always shown
Assignment comments always shown

  It's under gradebook settings 
  
  Academics -> Grades -> Grading Set-up -> Gradebook Settings
