Past Due Balances - More Options drop-down

Does anyone know what this drop-down is for? Clicking it only gives and Edit Billing Settings option which is greyed out. I don't see anything obvious in Billing Settings to change related to this.

    If you select students from the list below, Edit billing settings allows you to update whether or not they can be assessed a late fee. This lets you update this late fee eligibility setting for multiple students at a time if needed.
