Add helpdesk form/widget throughout our Blackbaud products

I'd like to add our helpdesk widget/form to BEM/RE/FE/TM.

Can I use the Navigation>Page extension point to do this?

As I understand it, this would add a persistent button across all of our products.

Pressing the button would then open up a page, where I could embed our helpdesk form/widget.

Is there a better way to do this? I'd rather have a floating widget on all pages, but that's likely not possible. My concern is BEM, since that seems to have the least amount of SKY integration.
