Way to tag student as "flight risk" (may not return next year) on gradient scale

I was asked the following from our administration:

Any way to tag students as a flight risk (ie may not come back next year), now we know potentially not to include them in our numbers?

And really being asked to do so on a gradient on a scale of 1-5 of likelihood of not coming back. (1 absolutely not, moving, 3, having doubts, so speak with them, etc).

For a simple notice, I think Profile Notices would work for this, but I'm at a loss for the gradient part. Is anyone aware of a way to do this (or something similar)?
